democratic centralism
In the mid-1950s, Mao stated should concentrate on agriculture and light industry, which were more appropriate for an underdeveloped county like China. In terms of political and economic institutions, Mao claimed for decentralization of power to local governments and collective institutions according to the principles of local "self-reliance." Mao instituted reforms and mass campaigns, an organized form of "democratic centralism" and mass mobilization that could be very responsive to local needs and that included the broadest popular consultation and participation in any communist movement.
