Japan was the first to mobilize its own business system as 'communities of firms' in forging inter-market horizontal groups and independent vertical groups to produce manufactured goods made for export. Also it is consist of autonomous well-connected bureaucracy, private capitalist firms, and elites dominated by diversified enterprise groups.
