El presidente (the president) is the head of the state of Tropico and the island's autocratic ruler, being the only person able to allow buildings to be built, issue arrest and execution warrants, and create new laws to be enforced.

They are the single most important person in the game, since their death or oustering from the government ends the game in failure.
