Noctilucent is a latin word which roughly means "night shining". This is probably because this cloud-phenomena happens after the sunset, when the sun is shining on the cloud from below the horizon. These clouds are made from crystals of water ice, which is called polar mesospheric clouds, this gives a much brighter effect.
